Abstract
The insufficient involvement and participation of the population in political processes is seen in the literature as one of the main causes of deficits in Western democracies. The digital transformation enables a variety of new and innovative participation processes that have great potential for politics and administrations to actively involve the population in political decisions and measures in a low-threshold, yet fast, efficient and more frequent way. Using a case study from public administration, the article presents a new instrument of digital participation in the form of an algorithm-based participation tool and how it works. The article also provides an example of how administrations can use such participation instruments in a targeted manner and how they can implement the E-participation process correctly.
Zusammenfassung
Die zu geringe Einbindung und Beteiligung der Bevölkerung an politischen Prozessen wird in der Literatur als eine der Hauptursachen für die Defizite westlicher Demokratien angesehen. Der digitale Wandel ermöglicht eine Vielzahl neuer und innovativer Partizipationsprozesse, die ein grosses Potenzial für Politik und Verwaltung haben, die Bevölkerung niedrigschwellig, aber schnell, effizient und häufiger in politische Entscheidungen und Massnahmen einzubeziehen. Der Beitrag stellt anhand eines Fallbeispiels aus der öffentlichen Verwaltung ein neues Instrument der digitalen Partizipation in Form eines algorithmusbasierten Partizipationstools und dessen Funktionsweise vor. Gleichzeitig wird exemplarisch aufgezeigt, wo Verwaltungen solche Partizipationsinstrumente zielgerichtet einsetzen können und wie sie den E-Partizipationsprozess richtig umsetzen können.

L’insuffisante implication et participation de la population dans les processus politiques est considérée dans la littérature comme l’une des principales causes des déficits des démocraties occidentales. La transformation numérique permet une variété de nouveaux processus de participation innovants qui ont un grand potentiel pour la politique et l’administration afin d’impliquer activement la population dans les décisions et les mesures politiques de manière à la fois peu contraignante, rapide, efficace et fréquente. À travers une étude de cas de l’administration publique, l’article présente un nouvel instrument de participation numérique sous la forme d’un outil de participation basé sur un algorithme et explique son fonctionnement. L’article fournit un exemple de la manière dont les administrations peuvent concevoir, mettre en œuvre et concrétiser de tels outils de participation de manière ciblée.
