Public investment in Germany is characterised by persistent regional disparities and a growing gap. Measures taken to date to redress regional imbalances are insufficient, and even the new special fund for infrastructure and climate neutrality is not designed to promote regional balance. The federal and state governments are called upon to provide significantly greater support to local authorities, whilst taking into account both revenue and expenditure factors affecting their financial situation.
