Abstract

Germany is dependent on skilled immigration – but many immigrants consider leaving the country. New panel data shows that around a quarter of immigrants are considering leaving, especially those who are better integrated, have good German language skills, a high level of education and are employed. Legal residence status plays a key role: although permanent status offers security, it also increases mobility options. EU citizens and naturalised citizens are particularly likely to express intentions to emigrate. Those seeking protection, on the other hand, are less likely to express such plans – yet they are the ones who cite bureaucracy as a key motive for leaving. The results show that Germany must position itself not only as a country of immigration, but also as a country of residence – through less bureaucracy, better recognition procedures, targeted integration services and an open social climate.
