Abstract
Germany’s infrastructure is not keeping pace with the growing need for mobility. The Infrastructure Special Fund is intended to reverse this trend. However, price increases in recent years, some of which have significantly exceeded inflation, raise concerns that the expected increase in demand for construction services as a result of the special fund will cause prices to rise further. Planning and construction resources are already at high capacity. This article, therefore, explores how the anticipated additional resources from the special fund can be spent wisely. Opportunities include simplifying planning procedures and enforcing regulatory measures to shift traffic from road to rail.
