Abstract

The principles adopted by the European Union, as expressed in the Treaty on the Functioning of the European Union (TFEU), are reflected across numerous domains, including public procurement. Until 15 January 2014, public procurement in Europe was governed by Directive 2004/18/EC on the coordination of procedures for the award of public works, supply and service contracts; Directive 2004/17/EC coordinating procurement procedures in the water, energy, transport and postal services sectors; and Directive 2009/81/EC concerning the coordination of procedures for the award of certain works, supply and service contracts by contracting authorities or entities in the fields of defence and security, amending Directives 2004/17/EC and 2004/18/EC.
