Between Institutional Frameworks and Professional Discourses – Career Guidance in the Norwegian Introduction Programme
Abstract
This study investigates how tensions shape career counselling services within the Norwegian Introduction Programme. Drawing on the experiences of career counsellors and their work with drafting the ‘career counsellor’s note’, these tensions are explored through the methodology and concept of disjuncture from institutional ethnography (Smith, 2005). I have identified two key disjunctures between different political and professional perspectives on the purpose and role of career guidance rooted in different discourses. The study demonstrates that, despite institutional constraints, career counsellors find ways to adapt the service to align with professional discourses, such as culturally oriented counselling perspectives and social justice.
