Abstract
Why do digitalization projects in the public sector fail at such high rate? Can governance provide an explanation? This article explores whether varying governance forms affect the outcomes of public digitalization projects. To address this research question, this study examines two polar digitalization projects implemented by the same digitalization lab in a Swiss canton. By investigating the context of a public digitalization lab, the study contributes to the limited empirical evidence on the effectiveness of new governing structures for digitalization. Through analysis of the interviews and internal documentation, the study finds that the successful project is characterized by well-designed and thoughtfully implemented governance. In contrast, the unsuccessful project lacks adequate governance structures in several critical areas. The study concludes that not only is the form of governance is decisive, but also the extent to which an organization and its projects actively engage with governance issues, selecting, implementing, and continuously evaluating governance appropriate to their specific context.
Zusammenfassung
Warum scheitern Digitalisierungsprojekte im öffentlichen Sektor so häufig? Kann Governance eine Erklärung dafür liefern? Dieser Artikel untersucht, ob unterschiedliche Governance-Formen die Ergebnisse öffentlicher Digitalisierungsprojekte beeinflussen. Zur Beantwortung dieser Forschungsfrage analysiert die Studie zwei gegensätzliche Digitalisierungsprojekte, die vom selben Digitalisierungslabor in einem Schweizer Kanton durchgeführt wurden. Durch die Untersuchung des Kontexts eines öffentlichen Digitalisierungslabors leistet die Studie einen Beitrag zur begrenzten empirischen Evidenz über die Wirksamkeit neuer Governance-Strukturen für die Digitalisierung. Die Auswertung von Interviews und interner Dokumentation zeigt, dass das erfolgreiche Projekt durch eine gut gestaltete und durchdacht umgesetzte Governance gekennzeichnet ist. Im Gegensatz dazu weist das weniger erfolgreiche Projekt in mehreren kritischen Bereichen unzureichende Governance-Strukturen auf. Die Studie kommt zu dem Schluss, dass nicht nur die Form der Governance entscheidend ist, sondern auch, inwieweit sich eine Organisation und ihre Projekte aktiv mit Governance-Fragen auseinandersetzen – durch Auswahl, Umsetzung und kontinuierliche Bewertung einer kontextgerechten Governance.
Résumé
Pourquoi les projets de numérisation dans le secteur public échouent-ils si fréquemment ? La gouvernance peut-elle fournir une explication ? Cet article explore si différentes formes de gouvernance influencent le succès ou l’échec des projets de numérisation publique. Pour répondre à cette question de recherche, cette étude examine deux projets de numérisation opposés, mis en œuvre par le même laboratoire de numérisation dans un canton suisse. En analysant le contexte d’un laboratoire public de numérisation, l’étude contribue à combler le manque de preuves empiriques concernant l’efficacité de nouvelles structures de gouvernance pour la numérisation. À travers l’analyse d’entretiens et de documents internes, l’étude montre que le projet réussi se caractérise par une gouvernance bien conçue et soigneusement mise en œuvre. En revanche, le projet non abouti présente des lacunes importantes dans plusieurs domaines critiques de gouvernance. L’étude conclut que non seulement la forme de la gouvernance est décisive, mais aussi la manière dont une organisation et ses projets s’engagent activement dans les questions de gouvernance – en sélectionnant, en mettant en œuvre et en évaluant continuellement une gouvernance adaptée à leur contexte spécifique.
