Abstract
Summary: Expanding the Scirocco Exchange maturity model to assess normative integration in the context of Goal-oriented care is the main aim of the workshop. Goal-oriented care is a health service delivery approach based on the use of patient priorities and goals to define the appropriate type of care and the modus of delivery. Experiences from Canada and Belgium will be presented focusing especially on health and social care integration. Scirocco Exchange is a self-assessment maturity model that has been applied in diverse healthcare systems and expanded to other fields related to integrated care.
Background: Goal-oriented care (GOC) is a health service delivery approach based on the use of patient priorities and goals to define the appropriate type of care and the modus of delivery (Gray et al 2020). As a healthcare intervention closely related to patient-centred care, it also requires normative integration of patient involvement at system level.
Aims and Objectives: Scirocco Exchange (SE) is a self-assessment maturity model that has been applied in diverse healthcare systems (Pavlickova 2019) and expanded to other fields related to integrated care.
Expanding the maturity model to assess normative integration of GOC is the main aim of the workshop, continuing previous exercises held in the SE project.
Specific objectives include: (1) to review the consensus meeting guidance to identify modifications that could support normative integration; (2) to explore how to consider the diversity of service user views; (3) to illustrate the expansion capacity of SE.
Target audience: The workshop targets an audience of integrated care stakeholders spanning from health and care service users, providers, managers, policymakers, and researchers willing to participate in a co-design and validation process.
Facilitators:
• Tino Martí – eHealth Project Officer. EHTEL
• Solvejg Wallyn – Policy Officer, Flemish Community - Agency Care and Public Health, Belgium
Speakers:
• Andrea Pavlickova, PhD – International Engagement Manager, TEC and Digital Healthcare Innovation. Scottish Government
• Pauline Boeckxstaens, MD, PhD – Family physician, Community Health Centre Botermarkt, Ledeberg. Department of Family Medicine and Primary Healthcare, University of Ghent
• Carolyne Steele Gray – Assistant Professor, Institute for Health Policy, Management and Evaluation, University of Toronto
Format: Following the format of a co-design workshop, the session will be structured in three parts: presentations, facilitated group work and plenary discussion.
Provisional programme
• Welcome and introduction - Solvejg Wallyn and Tino Marti (5’)
• Goal-oriented care and normative integration – Carolyne Steel Gray (15’)
• Scirocco Exchange model and expansion capacity – Andrea Pavlickova (10’)
• Challenges in assessing goal-oriented care in the Flemish healthcare system – Pauline Boeckxstaens (10’)
• Facilitated group work - Solvejg Wallyn and Tino Marti (20’):
• Plenary discussion - Solvejg Wallyn and Tino Marti (25’)
• Conclusions and next steps (5’)
Key Learnings: It is expected that participants will learn about the system-level barriers and facilitators to implementing a goal-oriented care approach and will contribute to adapting the Scirocco Exchange maturity model to assess the normative integration level of maturity.
