Gummibådsoperationer i det danske søværn: Et casestudie af sikkerhedsforståelser og resiliens

Abstract

Rigid-hulled inflatable boats (RHIB) play a critical role in many maritime operations in the Danish Navy, often solving critical tasks and navigating challenging conditions. Accident reports from the past two decades reveal serious incidents, prompting procedural and equipment changes, but lacking in-depth focus on RHIB crews’ understanding of safety and daily operational conditions. This study employs resilience engineering theory to explore, through interviews, how RHIB crews in Division 31 of the Danish Navy practice and understand safety. The article points to areas where the four cornerstones of resilience engineering theory (the ability to anticipate, respond, monitor and learn) could benefit from further theoretical elaboration. Key questions addressed include the training and familiarization of new RHIB commanders, knowledge sharing and trust in technology. The study finds that RHIB crews demonstrate strong resilience in their practices, which is essential for safe and effective operations. However, there is room for improvement in collective learning and best practice sharing to enhance the resilience of future RHIB operations in the Danish Navy.

 

Resumé

Gummibåde (GB) spiller en vigtig rolle i mange maritime operationer i det danske søværn, hvor de ofte løser kritiske opgaver og sejler under krævende forhold. Havarirapporter fra de sidste to årtier har beskrevet alvorlige ulykker, som har ført til procedureændringer og materielle tilpasninger, men har manglet en dybere indsigt i GB-besætningernes forståelse af sikkerhed samt de operative vilkår, de arbejder under til daglig. Dette studie benytter resilience engineering-teori til at undersøge, via interview, hvordan GB-besætninger i Division 31 agerer sikkert og forstår sikkerhed. Artiklen udpeger områder, hvor de fire hjørnesten i resilience engineering-teorien (evnen til at respondere, monitorere, forudse og lære) med fordel kan præciseres. Artiklen berører spørgsmål om træning og oplæring af nye GB-førere, videndeling på tværs af GB-besætninger samt tillid til materiellet. Det konkluderes, at der er plads til forbedring i forhold til den kollektive læring og deling af viden om best practice, hvilket vil kunne skabe grundlag for mere sikre GB-operationer i det danske søværn.
