Ungenutzte Stärke: Die Rolle des Staats in der KI-Transformation
Abstract
The German debate on AI policy tends to revolve around funding levels and the investment gap with the US. Yet a significant proportion of what could be changed in the short term lies not in the competition for capital, but in the additional functions performed by the state: firstly, as a regulator that determines the framework of AI legislation; secondly, as a customer that can modernise its own public administration and, through its purchasing power, support start-ups; and thirdly, as an enabler on whom it depends whether excellent research will give rise to growing companies in this country too. This article demonstrates how these three roles can be utilised more effectively to translate the substantial potential that certainly exists into economic value creation.
