Abstract
The statutory health insurance system is facing a structural funding problem. For years, expenditure has been growing faster than revenue. This is not solely due to an ageing population. In the hospital sector, incentives for cost discipline and efficiency have also been reduced in recent years. In order to curb the rise in contribution rates and ensure needs-based, high-quality and efficient care, a hospital reform is needed that reduces the dependence of remuneration on the number of cases, safeguards the provision of capacity tailored to needs and promotes greater specialisation. Furthermore, the nursing care budget should be capped in a more targeted manner and the responsibility of the federal states for investment in hospitals should be strengthened.
