Abstract
This summer, the European Commission will present a proposal to amend the emissions trading scheme. The main issue under scrutiny is whether the number of new allowances should continue to fall to zero by 2039, thereby making the regulated sectors virtually entirely climate-neutral. To ensure that the upcoming discussions do not get lost in numerous details and a jumble of terminology, there needs to be a link to an overarching logic with corresponding policy considerations, which can be broken down into concrete reform options and serve as a benchmark for assessment. This article outlines key points and can thus serve as a compass for the upcoming reform.
