Abstract

Using data from the Kiel Institute Ukraine Support Tracker, we quantify aid allocations from 42 donor countries and institutions to Ukraine, disaggregated into military, financial and humanitarian aid. While Europe has mobilised more total aid than the US, the US remains slightly ahead as the largest military donor. Overall Ukraine has received 275.3 billion euro in bilateral aid, but support is moderate in historical comparison. Aid remains unevenly distributed: Baltic and Nordic states contribute disproportionately higher amounts relative to GDP, while larger economies often fall short. We highlight two key trends: Europe’s growing leadership role amid uncertainty about US support, and the rising share of military aid procured directly from industry.
