Highway service stations are an elementary component of the mobility infrastructure. However, the German market is dominated by a historically grown quasi-monopoly. This article analyses the competition consequences of the current licensing practice and identifies conflicts of interest that stand in the way of greater market liberalisation. Proposals for reform are intended to point the way to more competition and a more efficient use of resources.
