Abstract
Carbon pricing is a central instrument of a market-based climate policy. However, the different international price levels vary greatly, thereby creating new distortions of competition. To compensate for this, state aid for transformation efforts becomes relevant. Industrial policy therefore has a new and difficult role to play in the transformation.
