  7. [7] The Russian word glasnost referred to the (social) transparency promoted by Mikhail Gorbachev in the second half of the 1980s in government institutions and civilian life in the Soviet Union.
  8. [8] The word perestroika designated another reform introduced by Mikhail Gorbachev, at the same time as the one on transparency. The Soviet leader saw this restructuring to reduce corruption in the top leadership of the Communist Party and the Soviet government and moderate the abuse of power at the Central Committee level. It was believed that this reform of the party would lead to the reform of the Soviet economy and society.
