Abstract
This article explores the conceptual framework of inclusion through a holistic, integrative, and sustainability-driven lens. Inclusion is not merely seen as an effort to expand educational access for individuals with special needs, but as a multidimensional social paradigm that highlights equity, justice, and appreciation of diversity within the scope of sustainable development. The study proposes five core pillars: inclusive services, inclusive learning, inclusive research, community participation, and positive culture and attitudes, all of which are interconnected to shape a fair and sustainable socio-educational ecosystem. The analysis underscores that inclusion cannot be limited to a sectoral agenda; rather, it should be advanced as a transformative cross-sectoral strategy that is responsive to social dynamics and the evolving times. In this way, the article makes an academic contribution by offering a comprehensive conceptual mapping and, at the same time, provides practical guidance for the formulation, evaluation, and implementation of adaptive and participatory inclusion policies and programs.
