Abstract
The recent political debate on the defense expenditures and NATO membership has again highlighted questions regarding the reintroduction of conscription and the revitalization of the Territorial Defense concept. This paper systematically analyzes published strategic documents of the Republic of Slovenia to define the long-term envisioned armed forces and evaluate their compatibility with proposed resources. The main purpose of the research is to comprehensively examine what the establishment of the proposed “Slovenian Armed Forces 2040” model would require in terms of Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities/Infrastructure, and Interoperability (DOTMLPFI). The contribution offers strategic foundations, a proposed model, cost analysis, and a feasibility assessment, serving as a basis for further professional and political discussion.
