Abstract

The proliferation of entities that innovatively, almost simultaneously, combine conventional and unconventional capabilities and make a rapid transition between them to create strategic effects, has brought the concept of hybrid threat to the attention of analysts, creating numerous debates on this issue, with implications for strategic military priorities, planning, policy and resource development. The concept of hybrid threat represents an evolution of military art and a potential paradigm shift as a doctrinal and organizational revolution in the military field. In order to counteract the effects of hybrid threats, it is necessary to identify the essential characteristics that define them and use them in the design of force training programs.
