Abstract
The following article shows the tendencies and the new challenges that face executives after the era of New Public Management, in particular their key role in the fulfilment of new government duties. A reshaping of the administrative model is required, in order to fulfil the double role of these executives as political authority and top managers. The expansion of the administration’s tasks requires a third path: The inclusion of networks and the delegation of responsibilities. However, there are no clear guidelines for this purpose and the present models do not meet the standard of the new responsibilities and tasks.
