Abstract
Due to the wide range of issues faced in social welfare, there is no given formula for dealing with the various situations. However, there should be clearly defined practices and standards, in term of quality assurance, in order to strive for a balance between economic and social requirements in individual cases as well as in the overall strategy. Practical experience has shown that social welfare uses a variety of tools. The regulation of the economic basis should follow a system, which encourages the initiative for change.
