It’s not me it’s you: Reflections on a failed Developmental Evaluation

Abstract

Introduction: Evaluation plays a pivotal role in the success of any change initiative. It serves as the compass, guiding organizations on their journey toward transformation. However, navigating the terrain of evaluation can often be a daunting task. Recognizing the need for evaluation and determining the most suitable approach can pose substantial challenges.

Context: On the Island of Ireland, a remarkable dynamic is unfolding with the simultaneous implementation of two major integrated change initiatives. These initiatives may differ in scope, but they share a common vision of improving integrated health and care care delivery and patient outcomes. This unique scenario presented the author with an unprecedented opportunity to rethink and redefine the evaluation process. The goal was not just to assess the initiatives but to do so in a way that would yield real-time insights and lessons that could be applied across both jurisdictions.

Methods: In this reflective narrative paper, the author offers a candid reflection on her earnest yet ultimately unsuccessful attempts to initiate a developmental evaluation for these initiatives. But, as they say, the path to success is often paved with obstacles.

The challenges that unfolded were multifaceted. They ranged from organizational resistance, where established routines resisted change, to the intricate logistical puzzles that arose when attempting to synchronize evaluations across two distinct regions. It was a journey that demanded relentless persistence and resourcefulness.

The decision to abandon this endeavour was not taken lightly, as it represented a moment of great personal and professional challenge, laden with self-doubt and introspection.

Learning: The core objective of this paper is not just to dwell on past setbacks but to offer valuable recommendations for future undertakings. These recommendations are designed to enhance the likelihood of successful implementation and, more importantly, to maximize the benefits of integrating developmental evaluation into the fabric of organizations. By learning from the past and drawing on these insights, future change initiatives can be better equipped to achieve their objectives and navigate the intricate landscape of evaluation with confidence.

Next steps: In the end, this reflective narrative is not just my story—it's a testament to the resilience of those who strive to improve, adapt, and innovate in the face of formidable odds. It's a chronicle of the lessons learned, and it's an invitation for others to embark on their own journeys, armed with the knowledge that even in setbacks, there exists an opportunity for growth and transformation.
