Abstract
Introduction: The European Commission supports pre-commercial procurement (PCP) to help public procurers and suppliers develop innovative solutions to societal challenges.
PCP is a demand-side innovation approach to develop R&D services with the objective to stimulate innovation. The activity is undertaken by a government or a public-private partnership, to support innovation through the purchase of R&D services, which usually includes the delivery of a ‘product prototype’ (Rigby, 2016).
According to the UNCRPD, access to Rehabilitation is a basic human right. It is an essential part of a modern healthcare system and has been shown to improve health outcomes, reduce disability and costs by reducing hospital stays and care requirements. WHO Rehabilitation 2030 calls for global action to scale-up rehabilitation. Technology has the potential to alter rehabilitation by revolutionising service delivery. ROSIA, an EU funded PCP project, is ready to deploy a complete digital solution set for scale-up.
The ROSIA team have been mobilising knowledge generated over the course of the project and have identified that knowledge of the PCP process especially in integrated care circles is lacking, poorly understood and therefore its potential is unfulfilled.
This workshop seeks to mobilise knowledge of the EU PCP process amongst the global integrated care family using ROSIA as a live example.
Not only will the workshop seek to educate attendees, but feedback from this workshop will help to modify the proposed prototypes to support the intended piloting of the solutions and generate interest amongst potential future buyers.
Format:
• Plenary panel of ROSIA partners to discuss the PCP process, the co-design and the progress to date with input from the EU, procurers (including clinicians, patient experts and academics) and providers and a demonstration of the solutions and prototypes (30 mins)
• Breakout working sessions to discuss the PCP process, suggestions for improvements and questions and comments to be feedback to the co-ordinator (30 mins)
• Plenary feedback and data collation (30 mins)
Anticipated Outcome & Impact:
• A workshop report will be generated to support the development of the project and future PCPs
Impact:
o Academic: The dissemination of knowledge generated will be achieved through presentation at conferences locally, nationally and internationally and publication in the International Journal of Integrated Care.
o Policy: The report will be shared with policy makers and key healthcare decision makers to influence future procurement policy.
