ශ්‍රී ලංකාවේ පරිවාස හා ළමා රක්ෂක සේවා ආයතන තුළින් සිදු කරන මෙහෙවරේ ඵලදායිතාව - Effectiveness of the Operations Carried Out by the Probation and Child Care Services Institutions in Sri Lanka

Children are widely regarded as the foundation upon which a nation’s future is built, and their protection is a fundamental obligation of any society. Despite this, incidents of child abuse and violence against children have shown a continuous upward trend. International organizations, including the United Nations, have consistently emphasized the importance of safeguarding children’s rights. However, the practical reality of child protection in Sri Lanka significantly diverges from these global standards. The family, as the smallest social unit, serves as the primary protective environment for children. Parental affection, care, and supervision are indispensable for a child’s holistic development. In recognition of this, governments formulate and implement policies aimed at ensuring a safe and nurturing environment for children. At both national and regional levels, Sri Lanka has established state mechanisms dedicated to child protection. Among these, the Department of Probation and Child Care Services holds a particularly significant mandate in addressing the needs of abused, neglected, orphaned, and vulnerable children. This study undertakes a sociologically informed examination of the timeliness and effectiveness of interventions carried out by Probation and Child Protection institutions in responding to children exposed to abduction and related risks. The primary objective of the research is to identify key factors influencing the effectiveness of services provided to institutionalized children and to analyze the role of the social worker within this institutional framework. Additionally, the study investigates the availability and efficacy of educational opportunities for children in probation care and explores approaches to enhance community participation to promote the well-being of these children. Since the research adopts a secondary methodological approach, the analysis is based predominantly on existing secondary data and documented sources. Both qualitative and quantitative analytical techniques are used to critically interpret the data in relation to the research questions. As institutionalized children represent a highly vulnerable segment of society, the timely and effective intervention of social workers is crucial in fulfilling the objectives of state child protection services. Accordingly, this research articulates the ways in which social workers can more effectively intervene to strengthen the role of probation and child protection institutions in ensuring a secure and productive future for institutionalized children.
