The Ideal State Policy on the Treasury: A Study Based on Classical Indian Literary Sources

Abstract

The power of the king and the state is fundamentally determined by the strength of the state treasury. Therefore, it is the responsibility of the ruler to maintain the treasury as a prosperous and robust institution. The safeguarding of the treasury—which defines both the ruler's and the state's authority—the appointment of its heads, the production of wealth, or the collection of taxes must all be conducted thoughtfully and carefully by the ruler. How should the ruler carry out these responsibilities? Indian literary sources have discussed this question in detail. Drawing from those sources, this study seeks to identify the qualities of the individual to whom the treasury should be entrusted, the duties of that person, the manner in which taxes should be collected to strengthen the treasury, and how the ruler should implement this process. According to Indian literary sources, appointing a virtuous and capable person with sound knowledge of economics to head the treasury is key to achieving the economic prosperity expected by the king. This study raises critical questions: Can the treasury be strengthened through an equitable tax policy? Can economic growth be achieved by such means? Following historical research methodology, this study conducts a comparative analysis of the ideas discussed in Indian literary sources. These sources highlight that the treasury is the foundation of the state. The success and prosperity of all institutions within the state's administrative framework depend on the development of the treasury. Since this institution has a profound impact on both the state's mechanism and the ruler himself, Indian sources strongly emphasize that the ruler must pay special attention to it, more so than to any other institution. From the appointment of a custodian to the achievement of prosperity, the ruler must remain actively and responsibly engaged in managing the treasury. The leadership of the treasury should be selected after thorough scrutiny, taking into account not only the individual's economic knowledge but also their behavioral patterns and personal character. Regarding the method of tax collection, Indian literary sources advise that taxes should be imposed in a way that does not burden the populace—only after closely observing all economic conditions. The process is likened to extracting juice from sugarcane or milk from cows—careful, sustainable, and considerate. These sources stress that the necessity of tax collection should be explained to the people and should be carried out with mutual consent. This approach, they suggest, enables the ruler to achieve the desired level of economic prosperity.
