Abstract

This article argues that one of the foundational bases of modern drug policy - the co-variation between drug policy and number of drug users, the variety of drug use patterns and the severity of drug-related problems - is assumed without any evidence. A UN report about the drug control system in Sweden is used to illustrate this point.
