Abstract

Germany has lost significant ground in the global race for innovation – and the trend is still downward. The causes are manifold, but a key weakness in the German research and innovation system lies in technology transfer from higher education institutions – that is, the translation of scientific findings into practical applications. German higher education institutions conduct research at the very highest international level and generate new knowledge of great relevance to innovation. However, too rarely the scientific findings are swiftly translated into marketable products, processes and services. Structural weaknesses in the transfer system hinder progress. Effective transfer policies must address these issues systematically and establish transfer as a permanent, institutionalised task for higher education institutions, supported by sustainable funding. Additionally, positive incentive structures within the research system should be promoted to encourage engagement in transfer activities, and the transfer of intellectual property should be simplified and accelerated.
