Kommunaler Klimaschutz: Kleinteilige Förderprogramme gefährden Zielerreichung
Abstract
Although municipalities are key actors in the transformation process and perform numerous climate-related tasks, there is no general legal obligation for municipal climate action. Instead, municipal practice is shaped by a multitude of individual laws, funding programmes, and local initiatives. At the same time, municipalities face considerable financial challenges due to high investment needs and strained local budgets. The analysis shows that the existing diversity of regulations and funding instruments leads to inefficiencies. We therefore advocate clearer responsibilities as well as more harmonised and reliable financing structures in order to strengthen the effectiveness of municipalities’ contribution to the climate transition.
