Abstract

Based on a representative survey using best–worst scaling, the society’s spending priorities across 13 key policy areas in Germany are quantified and compared by party affiliation. The results reveal clear partisan differences in relative importance: Politically salient issues such as defense and climate policy do not rank among the top priorities for many voter groups, whereas health and long-term care enjoy broad societal support with little partisan polarisation. Other areas that are similarly valued across party lines include energy supply as well as infrastructure and transport, although these generally occupy mid-level positions in the rankings.
