Green Bond Eligibility Criteria: International Experiences and Policy Recommendations for Vietnam

Abstract

This article examines the legal criteria for determining eligible green projects for green bond financing, drawing on international standards and the experiences of the European Union, China, and Vietnam. It identifies two essential elements of green bond eligibility: alignment with a Green Taxonomy and compliance with a defined Use of Proceeds (UoP) threshold. While Vietnam has established a National Green Taxonomy, its legal framework does not yet provide a quantitative UoP threshold. The article argues for a legally binding and appropriately calibrated UoP threshold, supported by robust verification and monitoring mechanisms, to strengthen market integrity, mitigate greenwashing, and facilitate the mobilisation of green finance in Vietnam.
