Empowering Rural Communities in the South-West Oltenia Region through Risk Management for Better Living Conditions

This paper analyzes the impact of risk management on the empowerment of rural communities in the South-West Oltenia region, with the aim of proposing solutions to improve living conditions and promote sustainable development. The Oltenia region, known for its dependence on agriculture and vulnerability to economic and natural risks, faces significant challenges related to social and economic inequalities, poor infrastructure and the effects of climate change. Risk management, as an essential process of identifying, assessing and mitigating economic, social and environmental risks, can play a crucial role in increasing the resilience of rural communities and ensuring a sustainable future for them. This research proposes an integrated risk management framework, which includes proactive prevention, rapid intervention and adaptation strategies, which could be implemented in rural communities in Oltenia. It also examines the relevance of local governance instruments and community participation in the decision-making process, given the socio-economic and political context of the region. This paper highlights the connections between economic and social risks and proposes a holistic approach to sustainable development, based on the effective integration of modern technologies and appropriate public policies. The results suggest that appropriate risk management could facilitate not only protecting local communities from unpredictable challenges, but also creating a favorable environment for economic growth, social innovation and improving the quality of life in these vulnerable regions.
