Abstract
The article deals with urban public transport systems in small towns with no more than 25,000 residents. The aim is to recommend the criteria which are required to be followed by planning, organizing and controlling such small urban public transport systems. The perspectives of 3 stakeholders – passengers, carriers and municipalities are aggregated by combining of conjunctive and disjunctive decision-making methods. The enumeration of the importance of the criterions (weights) is done by the Saaty method. The research is based on surveys with representatives of all stakeholders in all monitored small towns. The specifics of such small urban transport systems are mentioned. The coordination with long-distance transport and the periodic timetable are identified as important features to be followed by local authorities responsible for urban public transport.
