  23. This constellation was valid for the whole of Habsburg Austria. The so-called statutory cities governed by separate municipal rules were the only places with a different system. These towns – in Bohemia, only Prague and Reichenberg/Liberec – were directly subordinated to the Land Committee [Landesausschuss] in the matters of self-government and to the Crownland Governorship in the issues of delegated agenda.
