The Vicaría de la Solidaridad and the Pinochet Regime, 1976-1980: Religion and Politics in 20th Century Chile

Abstract

This paper examines some aspects of the history and development of the Vicaría de la Solidaridad in Chile since its foundation in 1976, to the first discovery of human remains in the ovens of Lonquén in 1978. It explains the background to such Church organization by examining the short period of existence of the Comité Pro Paz (1973-1975) and the influence of the Catholic Church via the Chilean Episcopal Conference. Within a period of social history without political parties, trade unions or professional associations banned by the military regime of General Pinochet (1973-1990), the Church via the Vicaría created an alternative voice to the absolutism of the military regime. Such voice was based on values of solidarity and fraternity for all, and as a result the Vicaría became very prominent in the life of the nation. The paper suggests in its conclusion that a study of the Vicaría and of the Catholic Church in Chile during those years opens other avenues for a better understanding of the social and political processes that took place in Pinochet’s Chile, and indeed in the rest of Latin America.

Este artículo representa un estudio abreviado sobre la Vicaría de la Solidaridad de Chile. Desde su fundación en 1976 hasta el hallazgo de los primeros desaparecidos en los hornos de Lonquén la Vicaría como organismo de Iglesia se contituyó en la única voz pública aparte de la voz del gobierno absolutista de Augusto Pinochet (1973-1990). Este artículo examina las raíces históricas de la Vicaría en el Comité por la Paz fundado en 1973, y el posterior desarrollo de la Vicaría como continuadora de ese Comité. A través de esos años los valores de solidaridad y hermandad llevaron a la Iglesia Católica a organizar la Vicaría como el centro de la defensa legal y la ayuda afectiva y efectiva a las víctimas del régimen. La conclusión de este artículo sugiere que el estudio de la Vicaría y de los pronunciamientos verbales y escritos de la Conferencia Episcopal de Chile ayuda a comprender mejor la historia social y política de Chile, y de una u otra manera ayuda a comprender otros procesos sociales que se llevaron a cabo en esos años en varios países de América Latina.
