Peer review

Submission Policy and Peer Review Process

Submissions are accepted on a rolling basis.

Articles are received and acknowledged, usually within one week.

Articles are then reviewed by editors, usually within one month. Essays are considered for publication as received, which means that when an essay arrives it will be reviewed by the editors. If deemed publishable, an editor will be assigned to it and begin the process by making any suggestions for improvement.

If the language is a problem, the essay will be returned with the proviso that it will be reconsidered after a native speaker reviews it. Otherwise, when the revised essay is returned and the editor is satisfied that it could be reviewed, step 4 will be initiated.

If the essay’s language and scholarly content have the potential to be published, it is sent to two referees who are scholars in the field for blind evaluation. Each essay will be sent without any identifying name or academic affiliation to two scholars in the field. This double-blind review usually takes up to six weeks.

HJEAS adheres to the highest standards of academic integrity and follows the ethical guidelines of the Committee on Publication Ethics (COPE). Authors, editors, and reviewers are expected to avoid conflicts of interest. Any potential conflicts—financial or otherwise—must be disclosed. Editors and reviewers will recuse themselves in cases of conflict. Referees’ evaluations are sent to the author with an accompanying letter from the editor with the status of the essay. The status usually falls into one of the following categories:

A. If both blind reviews are positive, then the essay is accepted and tentatively scheduled for publication.

B. If both reviews are negative, then the essay is regretfully turned down as not suitable for publication in HJEAS. Very rarely an essay will be rejected for publication but with a strong proviso that HJEAS would be interested in considering other work by the author.

C. If the reviews are mixed with one positive and one negative, then a third blind review is initiated, resulting in either A, B, D, or E below.

D. If both reviews are positive but with minor revisions deemed necessary, then the essay will be accepted after these revisions are done.

E. If significant reservations are needed, then the essay will be accepted but only after those revisions are done to the referees’ satisfaction.

If revisions are needed, referees are asked to check whether they are satisfied with the revised version. If they are not available, new referees are recruited to check the revision. Either way, the essay is returned to the author with a decision, resulting in A, B, D, or E.

If the essay is accepted by the referees, the editor in charge of the issue reviews it to prepare it for copy editing and returns it to the author for corrections. At every stage of revision, editors maintain a record of all changes to ensure accuracy and consistency, and authors are likewise expected to track and clearly mark any revisions made.

This version is sent back to the author for corrections. At this stage some changes are allowed. After the issue editor, the revised version goes to the copy editor, and is then returned to the author for corrections. At this stage some minor changes are allowed.

After the Copy Edit stage, it goes to the Language Editor. Afterwards, the author receives proofs and has a 10-day deadline to return the proofed essay. At this final stage, only minor typographical or factual corrections are allowed.

The essay, with all approved changes incorporated, is now typeset by the Production Editor, and no further changes are permitted. The typeset issue is sent back to the editor(s) for checking and typesetting or formatting issues are fixed.

HJEAS makes every effort to publish essays within 18 months of acceptance and thus far has done so.

Authors must take financial and legal responsibility for obtaining copyright permission for photos, illustrations, images, translations, etc. to be included in their articles.

Please download the Instructions for Authors from the web site. Note that HJEAS uses the MLA parenthetical citation as given in the 7th edition of the MLA Handbook. We do not use footnotes, but Works Cited and content (only) end notes. Also HJEAS uses American punctuation and spelling with which many of you may not be acquainted. While our editorial offices will do language checks, your cooperation in using American punctuation and spelling will be greatly appreciated and the Style Sheet gives several clear examples.

All accepted authors must attest in writing that their work is original and has not been previously published in English. They must also notify us if the essay has been published in another language.

The editors review all essays with the help of our plagiarism detector. Manuscripts containing plagiarized material, including self-plagiarism, will be rejected.

HJEAS does not charge submission, review, or publication fees.

Publication and launch of the issue. The results of the author’s research, when published in HJEAS will be immediately available world-wide through our journal. Published essays are also distributed through multiple indexing and abstracting services.

HJEAS ensures long-term digital preservation of published content through institutional and online repositories. All published articles remain freely accessible in perpetuity.
